Selling tobacco products and nicotine liquids
Selling tobacco products and nicotine liquids requires a permit. The municipality in which the retail space is located grants retail permits. You do not need a retail permit for other products regulated by the Tobacco Act, such as smoking equipment. However, you do need to comply to regulations stated in the Tobacco Act, such as the own-check and marketing ban.
Applying for a retail permit
A written retail permit application must be filed 30 days before commencing sales. The retail permit application is sent electronically via the Valvira website. From there it is forwarded to the environmental health authority for processing.
The application must include a self-regulation plan for selling tobacco products and nicotine liquids. A guide to self-regulation and an self-regulation plan template can be found on the Valvira website.
The application must also include unique identification codes.

Selling nicotine liquids
Businesses that were granted a retail permit for tobacco products before the new Tobacco Act can also sell nicotine liquids in the same retail space after
- they have sent a written notification about it to the municipality that granted the permit, and
- provided the municipality with updated information required for a retail permit (including a self-monitoring plan, an account of tobacco and nicotine product placements, and the number of checkouts and their locations)

Wholesales
Tobacco product and nicotine liquid wholesale requires a written notification, which is sent to the municipality in which the retail space is located. The simplest way to do this is by sending an electronic form via the Valvira website. You do not need a retail permit for tobacco and nicotine liquid wholesale, unless you are selling directly to consumers.
Changes in your permit application and ending sales
A retail permit holder must notify of any changes to the information in their permit application, and if they are ending sales. More information on selling tobacco products can be found on the Valvira website.
